The 8(a) program is a business development program, administered by the SBA, aimed at helping small, disadvantaged businesses compete in the marketplace. Assistance is offered to firms that are majority owned and controlled by socially and economically disadvantaged individuals. The program helps aspiring entrepreneurs gain a foothold in government contracting through a two-phased approach: a four-year developmental stage and a five-year transition stage. During this time participants can receive sole-source contracts, up to a ceiling of $4 million for goods and services and $6.5 million for manufacturing.
Participating firms also have the ability to form joint ventures and teams to bid on contracts, allowing 8(a) firms to perform larger prime contracts that were previously inaccessible.
